<p id="isPasted">Ambitious proposals that set out an exciting and innovative future for Central Stockton and North Thornaby over the next 25 years have now been finalised, and approved by Cabinet and are available to view at <a href="https://www.stockton.gov.uk/blueprint."><strong>this link.</strong></a></p><p>The Central Stockton and North Thornaby Blueprint outlines Council plans to create prosperous, vibrant places fit for future generations, mixed-use neighbourhoods and a stronger town centre with increased footfall.</p><p>The vision will inform future design and used to meet the Council's and local people's ambitions to revitalise the area and ensure it is a safe and welcoming place to work, live and visit.</p><p>This consultation portal will close tomorrow.&nbsp;</p><p>Many thanks to everyone who contributed to the production of this Blueprint!</p>

Blueprint Consultation ends today

<p>We've had an amazing response to the Blueprint consultation over the past few weeks, with over 5000 visits to the website, and a significant number of people contributing their thoughts and letting us know which projects they like best. Thank you to everyone who has participated so far!</p><p><br></p><p>Here's a brief look at some of the responses:</p><ul><li><strong>Site 1</strong><strong>: Town Centre (South)&nbsp;</strong><em>"H</em><em>aving more people living and working in the town centre would encourage more people to visit and use the spaces. It’s a great town with some amazing buildings and spaces already, so highlighting and adding to those would be great."</em></li></ul><p><br></p><ul><li><strong>Site 2: Town Centre (North), former Debenhams building: </strong>"<em>I'd love to see it full of small businesses, shops or an entertainment space with food outlets too... a bit of everything under one roof!"</em></li></ul><p><br></p><ul><li><strong>Site 3: Municipal Quarter:&nbsp;</strong>"<em>happy with proposed buildings but looks as though a lot of car parks will be taken away. If more people are going to be living in and visiting the town is there going to be enough parking?"</em></li></ul><p><br></p><ul><li><strong>Site 4: Castlegate Quays</strong><em>: "It feels really important to have celebrations of heritage as early as possible, even just a trail to follow or information about the railway, shipbuilding, Stockton Castle etc."&nbsp;</em></li></ul><p><br></p><ul><li><strong>Site 6: Stockton Waterways:&nbsp;</strong><em>"I love it, lots of thriving European towns and cities utilise the waterways, with people living on them. Blueprint - Themes and Aspirations

<p id="isPasted"><strong>Over the next 25 years, the Blueprint envisages central Stockton and north Thornaby becoming:</strong></p><ul><li>... a place with the coolest neighbourhoods to live in the Tees Valley</li><li id="isPasted">... a place with a lively town centre, full of interesting shops, bars, restaurants and cultural venues, and with a variety of fun events</li><li>... a place where everyone can be ambitious and prosper, without having to leave</li><li>... a place that nurtures health and well-being for all</li></ul><p>The following pages summarise the Blueprint narrative vision and explains the thinking behind the design strategies for each site, and how they contribute to wider transformational aspirations for central Stockton and north Thornaby.&nbsp;</p><p>Once you have read this introductory themes, please take a look at the interactive <a href="https://stocktonblueprint.commonplace.is/edit/map/stockton-central-blueprint" rel="noopener noreferrer" target="_blank">Blueprint Map,&nbsp;</a>from where you can navigate to explore individual project proposals for each of the key intervention areas.&nbsp;</p><p><br></p>

<h2>1. A Great Place to Live and Work</h2>

<p>The Blueprint is primarily focused on residential-led development. The aim to increase and improve town centre living opportunities is driven by a number of key reasons:&nbsp;</p><p><strong>A Growing Population</strong></p><ul><li>An additional 6000 homes is needed across the Borough by 2032 to accommodate a growing population.<strong>&nbsp;</strong></li><li>The Blueprint aims to supply around 1000 homes in central areas.&nbsp;</li><li>A &nbsp;larger central population will also help to support local shops and public facilities</li></ul><p><strong>Addressing Market Gaps</strong></p><ul><li>There is a demand for mix of homes to accommodate multi-generational living: including affordable apartments, starter homes, family homes, elderly accommodation and student accommodation</li></ul><p><strong>Changing Perceptions</strong></p><ul><li>Central areas are currently underpopulated, creating anti-social behaviour challenges. This can be addressed by increasing passive surveillance - with more residential windows overlooking streets, and more activity in quiet areas.&nbsp;</li><li>The Blueprint aims to regenerate central Stockton as a desirable, inclusive, safe place to live, for existing and wider communities</li></ul><p><strong>Creating a Resilient Market</strong></p><ul><li>Transform the residential market, so that future schemes are not dependent on subsidy</li><li>The Council are exploring selective licensing of private rented accommodation within selected areas including central Stockton</li></ul><p><strong>Sustainable Development</strong></p><ul><li>Support town centre living so people are closer to services and facilities with less reliance on car usage&nbsp;</li></ul>

<h2>2. A Centre for Health and Care Innovation</h2>

<p id="isPasted">Health and social care is fundamental to us all. In the Tees Valley there are pronounced health inequalities and it is more important than ever that a modernised and effective health and social care sector is in place. The creation of more aspirational local jobs around the health and care sector will attract more people to live in central Stockton / north Thornaby, and improve the lives of those who already do.&nbsp;</p><p id="isPasted"><strong>Health Inequalities and Aging Population</strong></p><ul><li>Extra care and supported living to tackle existing health issues and inequalities in the Tees Valley</li></ul><p><strong>Aspirational Employment</strong></p><ul><li>Attract high quality businesses, and a professional, skilled workforce to live in Stockton / Thornaby</li><li>Jobs for local people in the health and care sector</li><li>Potential new hospital, and other care and health facilities</li></ul><p><strong>An Integrated, Modern Urban Area</strong></p><ul><li>Densify, diversify and modernise the Teesdale Business Park</li><li>Integrate leisure, retail and housing&nbsp;</li><li>Improve routes around Teesdale and connections to the wider area.</li></ul><p><br></p>

<h2>3. A Riverside Leisure Destination&nbsp;</h2>

<p>The River Tees is one of Stockton&#39;s greatest assets , and the Blueprint aims to provide inclusive opportunities for everyone to get out onto the water and relax around the water&#39;s edge. Riverside views are also a desirable booster for kickstarting the residential market.</p><p><strong>Health and Wellbeing</strong></p><ul><li id="isPasted">Opportunities for exercise and participation in watersports.&nbsp;</li><li id="isPasted">Develop circular walks and jogging routes around the river, and integrate nature spots</li></ul><p><strong>A Visitor Destination</strong></p><ul><li>Celebrating landmark bridges, &nbsp;Riverside buildings, Waterfront Park and Tees Barrage sites.&nbsp;</li><li>Activate waterspace with activity and events to create visitor attraction</li></ul><p><br></p><p><br></p>

<h2>4. A Connected and Integrated Centre</h2>

<p>The town centre currently suffers from disjointed connectivity with large roads, junctions and waterways restricting movement. The Blueprint aims to better link the town centre to peripheral areas, and encouraging greater use of public transport and active travel.</p><p><strong>A Walkable Town</strong></p><ul><li>Improve the &lsquo;legibility&rsquo; of the area around centre, by improving signage and wayfinding.&nbsp;</li><li>Create landmark buildings to aid navigation.</li></ul><p><strong>Bridge the Barriers</strong></p><ul><li>Link existing and proposed communities within peripheral areas to this central area through interventions to overcome barriers (such as junctions/ wide roads)</li></ul><p><strong>Adequate Car Parking&nbsp;</strong></p><ul><li>Reduce the dominance of poor quality surface level parking.&nbsp;</li><li>Increase usage of Wellington Square Car Park</li><li>Provide consolidated high quality parking (NB: a separate parking study is currently being undertaken)</li></ul><p><strong>Wider Regional Connections</strong></p><ul><li>Link Thornaby station much more closely to Stockton through improving the user experience and creating a gateway arrival destination which better links the station to Teesdale. This would include providing more facilities such as car parking, cycle hire and bus stops.</li></ul><p><br></p>

<h2>5. A Sociable and Cultural Town&nbsp;</h2>

<p>Stockton is celebrated as an &#39;event&#39;s town&#39;, and the Blueprint seeks to strengthen this characteristic and create a fun destination for all: a place where people want to spend time, relax and socialise with others.</p><p><strong>A Strong Town Centre Offer</strong></p><ul><li>Diversify the range of shops, leisure activities and evening economy to attract a wide audience.</li><li>More restaurants and family eating venues into the town centre</li></ul><p><strong>A Safe and Vibrant centre:</strong></p><ul><li>Reduce the level of vacancies in the town centre in all types of units.&nbsp;</li><li>Bring the former Debenhams store back into use as an anchor for the Wellington Shopping Centre.&nbsp;</li><li>Reduce levels of crime and anti-social activity so that the centre feels safer and appeals to a broader range of people.<strong><br></strong></li></ul><p><strong>A Lively Event&rsquo;s Town</strong></p><ul><li>Promote live events and festivals and further develop Stockton&rsquo;s reputation as an event&rsquo;s town.</li></ul><p>&nbsp;</p>

Blueprint Site 6: Stockton Waterways

<ul><li>Provide opportunities for local people and attracting visitors to engage in activities along the River Tees&nbsp;</li><li>Explore a riverside amphitheatre for shows and events</li><li>Improve walking and cycling routes and wayfinding along the Riverbanks&nbsp;</li><li>Connect fringe areas into the town centre</li><li>Explore enhanced connections across canals&nbsp;</li><li>Wellbeing: Create moments to relax and enjoy nature along the River banks</li></ul>

<p>There are opportunities for some &#39;quick wins&#39; around Stockton Waterways, which will help enhance some of the other Blueprint sites - such as landscape and wayfinding improvements along river and canals paths.&nbsp;</p><p>Mooring points, floating boats and water spots would be cheaper to accommodate than some of the suggested larger infrastructural and architectural projects in the Blueprint, and could help to alter the image of central Stockton and north Thornaby as a desirable place to live and visit.&nbsp;</p><p><br></p>

<h3><u><strong>6a. Tees Barrage International White Water Centre</strong></u></h3><p>The existing White Water Centre is an important part of the overall waterfront offer and will be developed as a venue for shows and events</p><p><br></p>

<h3 id="isPasted"><strong><u>6b. Water Sports</u></strong></h3><p>The section of river from the barrage to the Council of Europe Boulevard will be the focus for water sports linked to the boating and as a base for competitive rowing and other boating.</p><h3><strong><u>6c. Residential Moorings</u></strong></h3><p>A potential series of residential moorings on the ornamental canals. This could include static boats which may need to be craned in. They will need power hook ups but will provide activity and animation to the canals in Teesdale. &nbsp;</p><h3><strong><u>6d. St Mark&#39;s Basin and floating lido</u></strong></h3><p>Water play in St. Marks Basin with surrounding amenities. A floating swimming pool could potentially be accommodated here, or by the Riverfront Park</p><h3><strong><u>6e. Leisure boats</u></strong></h3><p>Support to the existing river cruises and the addition of further boats as demands grows. Support for the existing boat clubs. Larger boats could be permanently moored restaurants, around Castlegate Quay and other areas.</p><h3><u><strong>6f. Walking and Cycling</strong></u></h3><p>Improvements to paths along the edge of the river and canals with more signage, trails (eg. running/ heritage/ nature) and landscaping&nbsp;</p><p><br></p>

Following the success of the North Shore scheme, explore further residential development and increase safety, connectivity and green space 

Blueprint Site 7: North Shore

<ul><li>Provide a range of housing types with gardens or balconies, parking and green spaces&nbsp;</li><li>Tackle safety concerns along Dugdale Street and Crofton Road by increasing passive surveillance and activity&nbsp;</li><li>Improve landscaping and make better use of existing green areas&nbsp;</li><li>Improve connections between Northshore and the Town Centre</li><li>Consider alterations to the gyratory road system to better connect Island site&nbsp;</li><li>Consider better connections through to Tees Barrage and White Water Centre&nbsp;</li></ul>

<p>Residential development at North Shore is ongoing on various phases but there remain undeveloped areas within Northshore and potential to deliver additional residential- led development.</p><p>Whilst there are some elements here that could potentially come forwards within a shorter timeframe, development of this area is likely to extend over the medium to long-term given site complexities such as the gyratory road system and existing commercial land uses.</p><p><br></p>

<h3><u>HOUSING</u></h3><p>Building off the success of the MUSE North Shore developments, this area could continue to expand as an edge of town neighbourhood with a mix of family housing and apartments&nbsp;</p><h3><u>WORKPLACE</u></h3><p>Fusion Hive and Northshore One offer high quality office space. Opportunities to consider increasing commercial provisions on Church Road and next to Hive&nbsp;</p><h3><u>HOTEL</u></h3><p>Opportunity to explore ancillary facilities for the Hilton hotel, such as conferencing suites&nbsp;</p><h3><u>LANDSCAPE</u></h3><ul><li>Enhance riverfront green routes and make better use of green spaces throughout this area, such as area north of Northshore One&nbsp;</li><li>Integrate trees to improve streetscape and screen housing by main roads&nbsp;</li></ul>

<h2>Development: Existing and Proposed</h2>

<h3 id="isPasted"><u><strong>7a: Dairy Lane Car Park and Peugeot Garage</strong></u></h3><p>Potential to utilise the dairy car park site for uses complimentary to the hotel or associated uses alongside land assembly of the site surrounded by the gyratory for an extension of residential provision. Alongside this there is the opportunity to consider options for highways interventions on the gyratory to better connect sites in this location which may include traffic calming.&nbsp;</p><h3 id="isPasted"><strong><u>7b: Dugdale Street land</u></strong></h3><p>There are underutilised sites between Dugdale Street, North Shore Road and Church Road that offer the potential to extend the Northshore residential development. In the area alongside Fusion Hive this could offer the potential for additional commercial uses. Adjacent to this area there is the potential to better utilise the green space north of North Shore One through a series of landscape improvements &ndash; it is acknowledged that the sloping nature of this site is a constraint to certain uses.</p><p><br></p>

A future cultural heritage district, with a range of entertainment, food and drink and waterside leisure activities

Blueprint Site 4: Castlegate Quay

<h1 id="isPasted">Area 4: Castlegate Quay</h1>

<ul><li>A cultural heritage district celebrating the first passenger railway</li><li>Complementing existing entertainment facilities with more waterside leisure facilities</li><li>Explore opportunities for riverfront living close to town</li><li>Utilize Waterfront Park to link this site into town, and improve riverside access</li><li>Create a vibrant arrival gateway to town - exploring challenging junction connections over Riverside and Bridge Road</li><li id="isPasted">Improve density, urban grain and frame streets with buildings</li></ul>

<h2 id="isPasted">Potential Timeframes&nbsp;</h2>

<p>This is likely to be a longer term aspiration as the town centre becomes a desirable place to live and demand on land increases</p><p>The are opportunities to explore &#39;quick wins&#39; with river path improvements here with better lighting, seating, planting and signage</p><p><br></p>

<h3 id="isPasted"><u><strong>CULTURE</strong></u></h3><p>Explore opportunities to create a heritage trail along the river, celebrating railway and industrial past/ wharf buildings in this area. This could include a museum, and a potential hotel offer next to the Riverside Lounge venue, as tourism increases in Stockton over the next 25 years.</p><h3><u><strong>LEISURE/ ENTERTAINMENT</strong></u>&nbsp; </h3><p>Retain established bingo and casino uses, and supplement with further waterside leisure opportunities to create a family friendly daytime and evening offer. This could include some riverfront bars and restaurants, and floating boats offering leisure opportunities&nbsp;</p><h3 id="isPasted"><u><strong>HOUSING</strong></u></h3><p>Mix of houses and apartments to better frame streets, define corners and make the most of riverfront. Opportunity to consider houseboat moorings on river.</p><h3 id="isPasted"><u><strong>LANDSCAPE</strong></u></h3><p>Improved access to the river, with public seating and landscaping</p><p><br></p>

<h2 id="isPasted">Development - Existing and Proposed&nbsp;</h2>

<h3 id="isPasted"><strong>4a: Castlegate Quay - public realm and destination site</strong></h3><p>A potential destination leisure/ F+B site could be created at Castlegate Quay by creating new public realm and careful development alongside existing waterfront uses.&nbsp;</p>

<h3 id="isPasted"><u><strong>4b: Potential underused land along Riverside</strong></u></h3><p>A series of sites along Riverside could be created in the future from land occupied by potentially redundant warehouses/ building merchant&#39;s and surface car parking. A better crossing point between new developments and Tower St (Site 1) could then be established to connect these areas of town.&nbsp;</p><h3 id="isPasted"><u><strong>4c: Underused land by Victoria Bridge</strong></u></h3><p>A further waterfront site could be created on the site of the vacant building between Burger King and Victoria Bridge, and occupying some of the large surface car park here.</p><h3><u><strong>4d: Riverside Walk</strong></u></h3><p>There is potential to enhance the existing riverside walk with new wayfinding, street furniture and biodiversity interventions.&nbsp;</p><p><br></p>

A modern coherent neighbourhood delivering new homes for residents looking to live closer to town

Blueprint Site 3: The Municipal Quarter

<ul><li>A modern coherent and desirable neighbourhood</li><li>A combination of refurbishment, demolition and new build</li><li>Delivering up to 350 new homes&nbsp;</li><li>Aimed at young people, older residents and families looking to live closer to town&nbsp;</li><li>A scheme encouraging active travel</li><li>A series of inviting green spaces surrounding public amenities</li></ul>

<p>This is viewed as one of the earliest development opportunity areas within the Blueprint, as the council vacate the Municipal Buildings over the coming year.&nbsp;</p><p>The high quality architecture and landscaping aims to quick-start a new market for town centre living in Stockton, helping to better link up the area between Stockton High Street and the existing North Shore developments&nbsp;</p><p><br></p>

<h3 id="isPasted"><u><strong>HOUSING</strong></u></h3><p>Mixed tenure, high-quality housing with parking provisions. Range of townhouses, and apartments with balconies. New and enhanced public outdoor spaces, including new green on Church Lane with potential play area, new Thistle Green Square, and improvements to the Church Yard&nbsp;</p><h3 id="isPasted"><u><strong>FOOD AND DRINK</strong></u></h3><p>Selection of neighbourhood cafes and restaurants around proposed Church Lane Square and Thistle Green Square</p><p><br></p>

<h2>Development - Existing and Proposed&nbsp;</h2>

<h3 id="isPasted"><strong><u>3a: Municipal Buildings</u></strong></h3><p>Former Council Offices connected to the Central Library. The library will remain, whilst there is potential to refurbish and extend the current council offices with a residential focus.</p><p><br></p>

<h3 id="isPasted"><strong><u>3b: Church Road and King Street </u></strong></h3><p>This site includes the current Council Offices at 16 Church Road, and outbuildings and garages to the rear onto King Street. The site offers potential to reuse the listed building and add a mix of uses, as well as connecting Church Road and King Street.&nbsp;</p><p>There is also an opportunity to extend Splash Leisure centre to the front, with a potential gym, larger cafe, and residential uses above. This new block would help to better frame the proposed square, which would support local vehicular use but encourage walking and cycling.</p><p><br></p>

<h3 id="isPasted"><strong><u>3c: Bishop Street Site</u></strong></h3><p>A surface car park site offering potential to knit together the Municipal Quarter with the High Street and Parish Church grounds with a new mix of uses. Food and drink units onto proposed Thistle Green Square, and apartments overlooking River Tees.</p><p><br></p>

<h3 id="isPasted"><strong><u>3d: Waterfront Car Park Site</u></strong></h3><p>A surface car park site offering potential for substantial new development with river frontage.</p>

<h3 id="isPasted"><strong><u>3e: Police Station Site</u></strong></h3><p>Potential relocation of police station, replaced with new build housing to help form one coherent residential-led neighbourhood &nbsp;</p><p><br></p>

A nationally significant innovation zone for health and social care – supporting educational, research and voluntary organisations.

Blueprint Site 8: Teesdale Health and Care Innovation Zone

<h1>Area 8: Teesdale Health &amp; Care Innovation Zone</h1>

<ul id="isPasted"><li>The Teesdale Care &amp; Health Innovation Zone (TCHIZ) will develop a masterplan for a new nationally significant health and social care cluster on Teesdale in Stockton-on-Tees.&nbsp;</li><li>The masterplan seeks to transform Teesdale into a healthy, mixed-use location which is a great place to live, work and learn.&nbsp;</li><li>Based in north Thornaby - across the river from Stockton town centre - the TCHIZ masterplan site includes the Teesdale Business Park and Tees Marshalling Yards, as shown on the map below.</li><li>Masterplanners, Arup, who have an office on Teesdale, have been working on the TCHIZ masterplan. They have analysed documents and current site conditions to develop a project vision, guiding principles and key moves for the masterplan.&nbsp;</li><li>This has also been informed by workshops held with business, health and education stakeholders based on the site.&nbsp;</li><li>The key moves offer the opportunity for the masterplan to be guided through clear spatial themes of direction and focus.</li></ul><p><br></p>

<h3><strong id="isPasted"><u>8a.&nbsp;</u></strong><strong><u>Regenerating the Teesdale riverside</u></strong></h3><p>Activating Teesdale&rsquo;s river frontage by creating a hub for health, education and other complimentary uses at St Mark&rsquo;s Basin which will connect to the town centre and the new Stockton Waterfront Urban Park via the Millenium Bridge. Supporting walking and cycling along the river and recreation uses in and around St Mark&rsquo;s Basin.</p>

<h3><strong><u>8b. Creating a gateway at Thornaby Station</u></strong></h3><p>Providing more facilities such as car parking, cycle hire and bus stops at Thornaby Station connected to an improved public realm. Establishing Thornaby Station as a major point of arrival for Stockton-on-Tees and surrounding areas, and providing better maps and directions to and from the station and other key destinations within Teesdale and the town centre.</p>

<h3><strong><u>8c. Forming an Innovation Campus on Teesdale </u></strong></h3><p>Connecting the site&rsquo;s existing education uses into an integrated innovation campus with shared spaces for activities and knowledge transfer. <p>This area is likely to be redeveloped over a longer period of time.&nbsp;</p><p>Initial projects could include works to Prince Regent Street to make it more pedestrian friendly, as well as redevelopment and refurbishment of certain blocks and car parks along Prince Regent Street and Dovecote Street to frame stronger, more attractive routes through Stockton.&nbsp;</p><p>Longer term plans to consider the commercial areas to the west of Prince Regent Street will have to be carefully considered and planned to support existing business owners.&nbsp;</p><p><br></p>

<p>It is important to prioritise the redevelopment of the former Debenhams Building as soon as possible to increase footfall in this area of town, and prevent deterioration of a significant architectural structure. &nbsp;</p><p>This site is close to the Municipal Quarter neighbourhood, and could be delivered within similar timeframes.</p><p><br></p>

Reuse of this building provides opportunities for a unique town centre offer such as F+B, small-scale leisure, &nbsp;co-working, or artisan making/ retail space.</p><p><br></p>

<p>Site 1a could be bought forwards as one of the earliest projects within the Blueprint, as the land has been cleared and new construction is occurring either side. The former Post Office site is also already cleared for redevelopment.&nbsp;</p><p>This initial development area offers the opportunity to test the market for apartments, support the new Riverfront Park, and open up better connections to &#39;unlock&#39; future development sites.</p><p><br></p>
